international law is a bit of a joke, since every nation is its own sovereign entity (unless you believe in Imperialism/Realpolitik), and literally none of the nations involved have ever declared cluster munitions illegal, the Russians even invented the cluster antipersonnel mines, that they have dropped on Ukrainian cities since 2015
What is the ethical use of anything within military?
Not like its completely irrelevant to even try to be ethical in a world where companys like Amazon exist…

Ukraine and USA don’t agree to that law… Also Russia already uses that bombs against civilians…
There is no such thing as “international law” forbidding that.
