I think there’s a fair bit of traffic up and down the east coast and in the Chesapeake Bay, which doesn’t necessarily need the huge ships. But I have no idea the size of ships they usually use. Anyone know?

I can’t speak for the particular case of Baltimore, but in general barges aren’t very good for open seas, that’s cargo ship territory. Barges are, however great for rivers and canals. And looking at the map it wouldn’t surprise me if barges are used for transport inland from Baltimore (or nearby), whereas ships move ships from a different harbor and to Baltimore.
Sure, you can use barges along the coast, but it’d be highly inefficient.
Barges can handily use the Intracoastal Waterway. One of America’s wonders few know or talk about.
