This is by design, they’re trying to prove that Government is just as ineffective as they say it is. They’re specifically there to keep Government from getting anything done.
Congress see that as a collective, we’ve given away our power. Like the proverbial elephant that has been tethered long enough, once the tether is removed, said elephant won’t stray beyond a given parameter, because it is used to being tethered. One party’s constituents has rejected those tethers, but it’s mistaken that the other party’s constituents are their captors. The other party’s constituents haven’t yet discovered they are untethered, but are likewise under the delusion that it is the other party’s constituents that are their captors. A few of the more astute delusionally believe it is the governing apparatus (all 3 branches), are the captors, when they are merely the means of captivity, the tether; several among us see it is the wealthy and their various instruments of wealth, and still rail at the rope (the governing body, which has gotten itself tangled in among us, and can’t escape itself or captors). So even though we see our captors clearly, we’re still focusing neither on them, nor ourselves, which are the only two parties who can free us. One party will see us die in futility before severing the rope. That means we either free ourselves or bear it.

“Government is terrible. Elect us and we’ll prove it.”

Yes it’s exactly what Charles Koch has paid them to do
