These statues watch over Cleveland traffic on that bridge ensuring you get across the bridge safely. They were built at a time when automobiles were fairly new, and driving a car across a bridge over a body of water (in this case a river) was brand new and scary. So these were sculpted as a way to ease travelers minds, that the spirit of The Guardians was watching over them to ensure safe travels.
