Trump is a narcissist. In the 1980s a writer for Mad Magazine called Trump a “short fingered vulgarian”. Trump is still obsessed with telling people that he doesn’t have “small hands”.
The narcissism is why Trump is obsessed with Newsom.
I’m almost completely convinced that Trump’s entire team are fully enabling him in his dementia. Prefrontal Temporal Dementia makes a person more erratic, it removes filters, it messes with your ability to process language, but it doesn’t initially impact memory.
This is a generalization of the dementia because it’s an umbrella term for a dozen different types that all attack that region of the brain.

The way he says it doesn’t make it sound like he’s stating it in a possible future tense.
It also makes me think his entourage has selected Newsom as their top choice for controlled opposition.
